Dr. Dionysis R. Rigopoulos
Dionysis R. Rigopoulos holds a diploma from the National Technical University of Athens (NTUA), and M.Sc. & Ph.D. degrees from Carnegie Mellon University (computational modeling for design). He has been working in the public sector since 1983 (Civil Aviation Authority and NTUA). He has lectured at NTUA and is an instructor at the National Center for Public Administration and Local Government (EKDDA). Member of the Open Governance Working Group of GFOSS – Open Technologies Alliance. His CAD-related work includes the development and application of a tele-education platform and training software (1997), a book, scientific papers, and course notes.
As an Inspector-Controller of Public Administration since 2009, he has developed ad hoc software solutions to facilitate, systematize and extend inspections. In 2012, he participated in the Committees for the Restructuring of three Ministries. He then proposed “a computational model to support the administrative reform”. Later, he proposed the “Digital Organogram”: a minimal, open, and unified real-time mapping of the structure and staffing of all bodies receiving public funds. This organogram provides –to both State and citizens– accurate current depiction of all administrative units’ hierarchy and of all employees in each unit. The Digital Organogram of the Law 4440/2016 is a partial implementation of this proposal.
Lately, seeking the complete digital mapping of the Public Sector's basic daily reality (structure and staffing), he demonstrated its necessity, feasibility, and simplicity with internal reports as well as with articles in the media and presentations. This mapping is a sine qua non foundation and tool for designing and monitoring reforms; in addition, it can focus collective intelligence (“the wisdom of crowds”) for the improvement of any administrative function and performance.
